The usual elections were held by state legislation, so the few chosen members were based off what the state(s) legislators deemed as qualified. Then came the 17th amendment that gave the rights of choosing to the people, but this was didn't happen till 1913. So you can eliminate it to 2 options, B and C. It's depends what year. ;) I would personaly choose B.
