How did Yamamoto justify a preemptive strike on the United States? How might American actions have justified his concern?(World war 2)

Yamamoto, like many people around the world, assumed that the US would enter the war against Japan eventually, so he wanted to have the first strike. There was also Japanese anger over US sanctions.
