9646 = L + E
L = 12E
E + 12E
13L = 9646
9646/13 = 742 = E
742 x 12 = 8904 (L)
L is 8904

your ratio would be 12:1
add all the parts to get the whole
13x= 9646
find x by dividing by 13
you get 742
now just plug x in
12x= 12 x 742
Linton population is 8904
