If we buy 60 roses we buy 60/12=5 packages.
4.5=20 red roses.

The ratio of red roses to all roses is
\tfrac{4}{12} = \tfrac{1}{3}

Since the number of red roses is proportional in all the packages, the equation we are trying to solve is:

(1)/(3) = (x)/(60)

1 \cdot 60 = 3 \cdot x

x =(60)/(3) = \boxed{20}

Hope this helps :D
