perpendicular lines have negative reciprocal slope of the given line.
2x-3y = 4
slope: 2/3
so the slope of the perpendicular line is -3/2
y= -3/2x +b

use the given points to solve for b/y-int
1 = -3/2(3) + b
b= 11/2

therefore, you'll have an equation of y= -3/2 x + 11/2 or 3x + 2y - 11
