C because with negative numbers, -3 is smaller than -2. With negative numbers you basically count backwards until you reach zero and then go to positive numbers. I hope this was helpful!

The 'bigger' the negative number seem, the smaller they are.
Therefore, the correct answer is:
C,
-3.1, -2, -1.1, 0.4, 2.3
