We know that Eric has 13 out of the 208 tickets that were sold in total.

When the tickets are spinning and one is pulled out, the ticket pulled out has the same chance to be one of the thirteen tickets Eric bought or any of the others.

As such, his chances of winning the prize are


(13)/(208)=0.0625

Round to three decimal places, his chances of winning are 0.063.
