cylinder volume is height times (area of base)
area of base is a circle so
height times pi times radius^2

diameter=2radius
diameter/2=radius
14/2=radius=7

height=10
3.14 is given for pi
10 times 3.14 times 7^2
10 times 3.14 times 49
31.4 times 49
1538.6

the answer is C 1538.6 cubic meters
