A parallel line to y=4x-6 has to have the same slope, which is 4

Now use the slope and the point given to write the equation using point slope equation, this way:

\begin{gathered} y-8=4\cdot(x-(-2)) \\ y-8=4\cdot(x+2) \\ y-8=4x+8 \\ y=4x+8+8 \\ y=4x+16 \end{gathered}

The equation for the parallel line is y=4x+16
