Congress gives POTUS (President of the United States) 10 days to review a bill, If Congress adjourns during the 10 day period ( and fails to designate an agent to deal with  a POTUS' vetoing of a bill), the bill fails to become law (regardless  of whether POTUS proactively vetoed the bill or nor).
