Think of it this way: Would you rather have me give you 45 cents or 40 cents?
The 45 cents represents 0.45. The 40 cents represents 4 tenths or 0.40.

Well, 4/10 is equivalent to 40 and 0.45 is equivalent to 45 so Jayne is correct.
