So that not every president would change the constitution and to protect presidents from changing the constitution to help themselves.

There are actually amendments proposed all the time but most don't even make it to congress! So yes there have been ideas that haven't become part of the constitution. Amendments have extended the right to vote because they have given the rights of women and 18 year olds to vote.

Originally only old white us men citizens can vote. Slowly the US changed to all us citizens can vote.
