working with equations like this always try to solve the equation for y.

2x-3y = 7

-3y = -2x + 7

now divide everything by -3

y = (2/3)x + (7/3)

now to find the intercepts you set x = 0 and y = 0

lets find the y intercept that is when x=0

so y = (2/3)0 + 7/3

so y = 7/3 is our y intercept

now find x intercept that when y = 0

0 = (2/3)x + (7/3)

(-7/3) = (2/3)x now multiply everything by 3

we get

-7 = 2x

and x intercept is

(-7/2) = x
