I'm not sure if that's exactly what you mean, but it's about Churchill achievement in 4 years after the Russian revolution...

Winston Churchill called all the leaders of British administration and military to a Cairo Conference which was organised in order to discuss British policy for the Middle East (especially what to do about Sykes-Picot agreement, Balfour Declaration and McMahon letters). The conference was held in 1921.
