True because that howit goes in life if congress wants to publish a bill and the president does not like what the bill is asking then he vetoes it and the bill goes back to congress to see if they can improve it.

if after ten days the President does nothing with the bill, and congress is in session. the bill becomes law. If he does nothing with the bill but congress is not in session, it is as if the bill has been vetoed.
