Y=0.8(2.1)^x does that equation represents exponential decay or exponential growth?

That represents exponential growth because we are multiplying by 2.1 every time. Since you are multiplying by a number greater than 1 that means that the number is getting bigger as x gets bigger. This means that we have exponential growth.
