y=mx+b
m=slope
b=yint
given
slope=3/2=m
yint is -2=b
y=3/2x-2

y = 3/2x - 2
Start at the origin of the graph, go down 2.
From there, go up three, right two, up three, right two
Then go down three, left two, down three, left two
