There are ten numbers from 1-10

If there are ten numbers from 1-10, then there is a
(1)/(10) of a single random number being chosen.

There are three multiples of three (including 3): 3, 6, and 9

So if there are three multiples of three, its probability is
(3)/(10) or 3:10

The answer of choosing a multiple of three is 3:10
