the equation of the line must be as y=ax+b

a x 3 = -1, 3 is the slope of y=3x-3
so the answer is

c)y = negative 1 over 3x + 2
proof
it passes on the point A(3, 1), -1/3(3)+2=-1+2=1
-1/3)x3= -1 the two lines are truly perpendicular
