With the Emancipation Proclamation , the President publicly endorsed the abolition of slavery in southern states. Lincoln's decision to support slavery's end in the south was mostly an economic decision, hoping to strike a serious blow to their ability to support agricultural endeavors. Lincoln did not ask the Border States to give up slavery.
