Article 10 - "Powers not delegated to the United States by the Constitution, nor prohibited by the Constitution to States, are reserved to States, respectively, or to the people."
What is implicit in the tenth amendment of the American Constitution is the autonomy of power of the states of the confederation. The Federation, as a unit, delegates basic rights and duties that should cover all Americans throughout the national territory. However, states have the autonomy to create their own constitutions and delegate over their territory everything that has not been debated by the federal constitution. For example, state tax rules have not been debated in the constitution because each state has its peculiarities and must decide on itself.
