As far as I understand this grammar point, I would assume that the hyphen in "self-sealing" is used because sealing modifies self. I consider the last option from the scale represented above to be the correct because it is obviously not a noun and according to the structure - not a prefix, and as you can see the term "sealing" poses a modifier for the the word "self".
