Rome, for better or worse, held Western Europe together. Who ever could project the most power was in charge. Norse Vikings landed along the English east coast and traveled far up the European rivers to take what they wanted. The general confusion made it hard to know who was enforcing laws or even what laws were in effect. The situation was ripe for people trading loyalty to a king or nobleman for security: The Feudal system
