To become Canadian, you must swear the Oath of Allegiance to the Queen of Canada. The oath is vital in the naturalization process. No oath means not becoming a citizen. Other countries have similar laws.

Once you're approved for naturalization, you have to take the Oath
of Allegiance to the United States.
