There was a widespread and reliable appreciation for Mr. Chamberlain’s attempts to maintain harmony. However, in addressing this report it is impracticable for me not to refer to the long series of miscalculations, and misinterpretations that he made. The purposes which motivated him have never been investigated. The course he developed demanded the highest degree of moral strength. To this, I gave recognition two years later in my address after his death.
