Napoleon used the Macon's Bill of 1810 to trap Madison into declaring war against England.
Macon's Bill Number entered into force in the United States on May 14, 1810. This law was introduced in order to motivate Great Britain and France to stop seizing American vessels during the Napoleonic Wars. This bill was a revision of the original bill propodes by Representative Nathaniel Macon, known as Macon's Bill Number 1.
