Since it's perpendicular to y=2x-3 then the slope of the new line will be -1/2

then the equation in slope-point form is:


(y-5)=-(1)/(2)(x-4)

and solving for y, we have the equation in slope-intercept form:


y=-(1)/(2)x+7
