Iraqi and Yugoslawia. In October 1994, Iraq began mobilizing about 64,000 troops near the Kuwaiti border, due to Iraq's dissatisfaction with the imposition of sanctions by the United Nations Security Council. To prevent invasion of Kuwait, USA deploy forces in the Persian Gulf. In September 1996, Clinton ordered Operation Desert Strike, including combat ships, bombers and cruise missiles, against the targets of the Iraqi Air Defense.

In the Federal Republic of Yugoslavia, made up of Serbs and Montenegrins, in early 1998, there was an increase in the already existing tensions in Kosovo, between the local Albanian and Serbian population, when the police forces reacted in that province. On the occasion of the Kosovo crisis, many meetings were held, and one of them was in Rambouillet, where an agreement was reached that strongly supported the Albanians. At that time President of FR Yugoslawia, Milosevic rejected the agreement, which prompted Clinton to launch NATO bombing on March 24, 1999.
