Answer:

Osama Bin Laden declared war against the US on August 23, 1996. He issued a fatwa and attack plan which was titled " Declaration of War Against the Americans Occupying the land of the Two Holy Places". He also urged all the Muslims to fight the US. The reason for issuing fatwa was, the US was occupying the land in holy places of Islam, the Zionist alliance was a devastation for the Iraqi people and also that it was the goal of the US to serve Jews and diverting the attention from the occupation and murder in Jerusalem.
