7x-4y = 8
4y = 7x - 8
y = 7x/4 - 1/2


parallel line
y = 7x/4 + b
replace (-4, 4)
4 = 7x/4 -4
32 = 7x
x = 32/7

the equation (parallel)

y = 7x/4 - 32/7 - this is your answer
