the equation of a line that passes through the point (x1,y1) and has a slope of m is
y-y1=m(x-x1)

we have
y+2=3(x-7) which can be rewritten as
y-(-2)=3(x-(7))
y-y1=m(x-x1)
therefor
y1=-2
x1=7
slope=m=3

(x1,y1)
(7,-2)

the slope is 3 and it passes through (7,-2)
