With Congress in deferment from April to Dec., 1865, Johnson put his arrangement into operation. Under temporary governors named by him, the Southern states held traditions that voided or canceled their mandates of severance, nullified subjection, and (with the exception of South Carolina) disavowed Confederate obligations.
