Why isn't 14.5% equivalent to the decimal 14.5

In order to convert a decimal into a percentage you have to multiply the decimal by 100. If you did that to 14.5 it would end up being 1450%. Or move the decimal point two places to the right.

14.5\%=(14.5)/(100)=(145)/(1000)=0.145 \\ \\ 0.145 \\ot= 14.5
