Law and experiment are instantly eliminated, and if this was a conclusion then the statement would be formatted differently.

Thus, it is a theory.

I think the correct answer from the choices listed above is the second option. "All minerals cannot be magnetized." most likely represent a theory. This has been proven by scientists years ago. And evidences were shown. Hope this answers the question.
