Emma is going to seed grass in her front yard. The yard is 45 feet long by 27 feet wide. Her options at the seed store are: 1 bag of 4 lb of seeds costs $5 and covers 500 square feet of area 1 bag of 2 lb of seeds costs $2 and covers 170 square feet of area If the lawn requires one layer of seeds, what is the minimum cost of seeding the grass in Emma's lawn?

So the total square footage that you need to cover is 1215 ft. The most cost effective way to do that is to use 2 - 4lb bags (to cover 1000 ft) at the cost of $10 and 2 - 2lb bags (to cover 340ft [a little more than you need]) at the cost of $4 to get a grand total of $14.
