In honor of Walking the Dog Day, I will offer free dog walking for my neighbors.

What is the form of the underlined verb?

Im thinking subjunctive, but i don't know why if its right or if I'm wrong, either way i need explaining please.

The verb will offer is used in the indicative form. This is because it is a general statement, not a possibility. If the sentence said, for example: If you win tomorrow, I will offer... - this would be subjunctive, because there is an uncertainty that something like that will happen. Imperative is an order (Open the window!), and passive is a form opposite of active (The fence is being painted as opposed to He is painting the fence).
