y-y1 = m(x-x1) substitute the know

y-2 = -1/3 (x-(-5)) distribute the - 1/3
y-2 = -1/3x - 1 2/3 add 2 to both sides
y = -1/3x + 1/3

perpendicular slope = -1/3

y = mx + b (-5,2)
2 = -1/3(-5) + b
2 = 5/3 + b
so
b = 2-5/3
b = 1/3
equation

y = -1/3x + 1/3

answer is B
