If the question is to the center of that circle instead of "any point inside of that circle" then the answer is true.

Explanation:

I got it wrong because I didn't read it all but it is true if it is to any point inside of that circle.

The radius is a line that connects any point on the circle to center. Radius is a constant size line and not line that changes its size therefore it cannot connect any point on circle to any point inside of that circle.
