Answer: why he preaches a moral code that he himself does not follow

Explanation: The Pardoner does not care about the good of other people. He is not like a normal preacher. He only preaches so that he can gain wealth. He would even preach to poor people just to take their money, even if they had 10 kids mouthes to feed.
