Well, the text of it clearly states a type of case guaranteed to be tried by a jury other than criminal cases. The seventh amendment says that the right to a jury trial is not limited to criminal cases but civil cases as well. If my memory serves me correctly, the seventh amendment is not incorporated against the states. I believe it only applies to the Federal Government.
