17.43/100=0.1743
174.3/0.01=17430

Divide by 100 equals move 2 decimal place to the left.

Divide by 0.01 equals move 2 decimal place to the right.

No, in order for this to be correct, you'd have to move BOTH decimals in the same direction the same amount of places.
