The correct answer should be b. Increased drinking above a .06 BAC can result in fatigue, slower breathing, reduced coordination, and a general "down feeling".

What is being described is basically being drunk. If you become drunk your body goes into a down phase and coordination becomes bad, which is why drunk people should absolutely never drive.
