This usually means show yourself if the person is hidden or it can mean speak what is the meaning of this, or anything similar.

Act I, scene i of Shakespeare's "Hamlet" begins when an officer named Bernardo comes to relieve the watchman Francisco. Since the scene is set during the night, the man cannot see each other, and when Bernardo asks who is there, Francisco asks him to withdraw his cape, so that he can see him more clearly.
