What is the difference between a chlorophyte and a charophyte?

Although they are quite similar and almost the same, there is a difference, and it is about their cellular division. Chlorophytes, unlike charophytes, don't build a phragmoplast during division. The phragmoplast works as a frame for a new cell wall, so it's important.
