the x intercept is when the line passes through the x axis or when y=0
the y intercept is when the line passes through the y axis or when x=0

so we need to find the equation in slope intercept form or y=mx+b where m=slope or rise over run and b is y intercept

we plot the points and find that the slope is 9/5 so
y=9/5x+b
we subsitute one of the values
-3=9/5(-4)+b
-3=-36/5+b
36/5=7 1/5
-3=-7 1/5+b
b-3=-7 1/5
b=-4 1/5

the equation is y=9/5x-4 and 1/5 or y=9/5x-21/5

x intercept
y=0
0=9/5x-21/5
21/5=9/5x
multiply both sides by 5/9
65/45=1/1x
x=21/9=7/3
x intercept=7/3

y intercept
x=0
y=9/5(0)-21/5
y=-21/5
y intercept=-21/5
