As the graph increases 1 vertical unit per 4 horizontal units the scale in x (horizontal) needs to be -10 to 10.

As the y-intercept is 8 you don't need to have a negative part of y-axis to graph the line.

y-scale from 0 to 15.

Then, as you can see in the next graph you can use scales:

x from -10 to 10

y from 0 to 15
