1 gallon = 4 quarts
4 gallons = 16 quarts
so 17 quarts will be bigger than 16 quarts or 4 gallons.
So 17 qts is bigger :)

There are 4 quarts in a gallon. So 4 gallons would be 16 quarts, so 17 quarts are obviously greater.
