If you are referring to Teddy Roosevelt, he created the Square Deal. The Square Deal consisted of 3 different important elements to fix America's problems. This included the conservation of natural resource, the implementation of consumer protection laws, and the controlling of corporations/trusts. All three of these were supposed to give the hard working "average" American a chance to succeed in America's economy.

If you are referring to Franklin D. Roosevelt than the correct answer would be the New Deal.

This program was designed to help America escape the Great Depression. This included new government work programs and agencies that would regulate wall street, banking industries, and other areas of American life.
