Looking at #1, it should be D, but Im not to sure about that. #2 is most definitely, however, is A. State level government is less than national, but they cant nullify another states law, and they cant form a new nation UNLESS the national government is mistreating them. Then they can call away from them, but a state election is able to be recalled by both state government and national government. :D
