D. No because Congress must vote on foreign policy spending and the only thing the President could do is veto any law that comes through congress.

The President must consult the Congress to be able to spend on foreign policy. An example of this is that since 1789 the Congress has declared 11 times conflict with different countries and in all these instances the President requested authorization to Congress, either in person before a joint session or in a written request.
